When the file is downloaded, open your downloads and find the downloaded mod, right click it and choose "extract files." in the pop-up open documents>electronic arts>sims 3>Mods>packages highlight packages and press ok. (I like to use winrar, there are free trials online) Once all of these steps are done, download the mod. (Not packages, when you open the Mods folder you should see packages, and under it resource.cfg) Once those folders are created you will need Resource.cfg in the Mods folder.
